In pursuit of the beneficial outcomes of entrepreneurship, governments and regional development organizations enact policies aimed at stimulating entrepreneurial activity. Findings also show that efforts to measure dynamic capabilities quantitatively are recent and lack reliable methodology. Main findings indicate that quantitative researches on dynamic capabilities have focused on the relationship between dynamic capabilities, innovation, organization performance, knowledge management and absorptive capacity. To accomplish this objective, I conducted a systematic review of literature on dynamic capabilities. For this reason, this research aims to identify the existing measure instruments for dynamic capabilities in order to understand the tendencies of quantitative studies on dynamic capabilities as well as to evaluate the reliability and validity of these scales. Despite the increasing relevance of the concept of dynamic capabilities on strategic management research field, there are few reliable empirical studies on dynamic capabilities as the existing empirical studies are too abstract and limited to case studies. The dynamic capabilities view (DCV) focuses on the capacity to survive in dynamic environments by creating new resources and by renewing or changing the resource base. Sensing and seizing opportunities as well as taking initiatives to avoid potential threats is imperative. In today’s dynamic and highly competitive context, organizations should be “active actors” and capable to adapt to environmental changes. It contributes through a rare focus on a longitudinal perspective on these interactions in the transition towards procuring complex performance. Originality/value – The study adds to the limited empirical and conceptual understanding on the nature of long-term public-private interactions in procuring complex performance. These stages may help managers of public agencies to identify the current procurement level and the contractual and relational challenges they need to master when facing higher levels of performance and infrastructural complexity. Practical implications - The study proposes three generic transition stages towards increased performance and infrastructural complexity moderated by contract duration. In public infrastructure this process is not initially motivated by the benefits of value co-creation. Findings – The transition towards PCP can be best described as a learning process which cumulates the knowledge and experience in the client-supplier interaction accompanied by changing contractual and relational capabilities. The study deploys rich qualitative data sets by combining semi-structured interviews, focus group meetings and organizational reports and documents. Design/methodology/approach – A multiple, longitudinal case study method is used to examine the transition towards procuring complex performance. The aim is to examine the change in the interactions between buyer and supplier, the emergence of value co-creation and the capability development during the transition process.
